Local Law 97: Compliance Deadlines Extended—But Time Is Running Out

New York City’s Local Law 97 is a major step in the city’s commitment to reducing greenhouse gas emissions from buildings, and it affects a vast number of property owners across the five boroughs. While the city has offered some flexibility on deadlines, the time to act is now. 

What Is Local Law 97? 

Local Law 97 is part of NYC’s Climate Mobilization Act and requires most buildings over 25,000 square feet to meet strict carbon emissions limits starting in 2025. Failure to comply could result in significant annual fines, making timely action essential. 

Updated Deadlines 

Originally, building owners were required to file their compliance reports by May 1, 2025. However, the city has issued a grace period, extending the deadline to June 30, 2025, with no penalties for submissions during this time. 

For building owners who need more time, there’s good news: you may apply for a further extension to August 29, 2025, but you must demonstrate that you’ve engaged a registered design professional or a qualified retro-commissioning agent to prepare and submit the required report.
